it would be possible, but yeah if there is no tool to do it yet, it's just because of that - someone hasn't made it yet.
but sure it is possible from all the 3ds hardware and software - pokemon bank does it to dsi enhanced carts right

You'd need arm9 access to read/write saves to DSiWare, as they're stored in NAND.
