Gaming Can't format Wii U because of Nintendo Network, help.

Hi, a friend of mine recently bought an used Wii U but there's a big problem with it, you see, when he boots up the console it asks him to log in with one of the Nintendo Network accounts linked to the console instead of just taking him to the main menu, normally you could just link your own account and then format the thing, but for whatever reason the previous owner (a kid, if that's any useful) had used all twelve accounts slots the console has, and he does not know any of the passwords to those accounts, so my ultimately my friend can't access system settings and format it which is a pain in the arse, if anybody knows how to fix this or if theres any secret recovery mode or something that'd be amazing. Well, the only solution is to get the password of one of the Email´s of any user from the 12 he has, and then log in with a provisionary password.

Honestly I'd recommend calling Nintendo and telling them you bought a used Wii U and the accounts are locked and cant do anything with them and you cant get in contact with the seller. I did that with my cousins used Wii U and they easily helped us unlock an account to gain control and factory reset it.

We have tried to contact Nintendo but it is a bit harder when you do it from Latin America (Nintendo doesn't really like us matter of fact) and you have to pay external fares for international calls, so we've tried to explore other methods first. Ultimately I believe he will just call them since the vendor hasn't replied to us so he doesn't care at all. Thank you!
