Hacking Classic Controller game patch help

[VGT2615]

So I'm attempting to create a classic controller patch for a game and have been using the NSMB Wii and DKCR classic controller codes as a base of sorts as they seem to have a similar structure to each other. While I do have a general idea of what most of the code does, there are some parts that I have trouble understanding (mainly the sections in bold).

Is there anyone that can explain how these codes work?
