Homebrew convert 3ds to cia format by PC

hi. does it has any new tool that can convert .3ds into .cia on PC which is easy .
i remember i try long time ago . it is very hard to do. until i have to use GODMODE convert it . (not sure anymore)

so . does it has any new way of pc that can convert .3ds into .cia and easier than before
