Hacking Cubic Ninja/Zelda Oot cia used for Gateway exploit

Just curious if a cia version of Cubic Ninja or Zelda Ocarina can be used to to trigger those exploits for the Gateway on a N3DS.

I know the carts can do it and the Sky3DS/Roms can do it as well, but can a cia of either of those two do it to?

I'm assuming you don't mean legitimately bought eShop versions, so you need to have signature checks patched to be able to launch unsigned .cia installs, so no.
