This actually happened a little while ago but...

My Wii console started playing up and wouldn't boot the system menu (dashboard) every now and again,
Not that I used it very much, overtime this got worse and would be lucky to boot after a dozen resets...
It got to the point where I could no longer boot the system menu, yet I still had access to PriiLoader and BootMii
After a little while even PriiLoader failed to boot...

So I attempted to restore the "nand" (not sure if my terminalogy is correct) from a backup I had created
when I first installed HBC and BootMii (Before installing PriiLoader and everything else)
But even this would fail, from what I was seeing it wasn't writing to all the blocks.
Many of the blocks were missing!

I gave up and got another console...

So I assume this is a result of internal memory failure?
Is this common?
Can the internal memory be replaced?

Your NAND chip is clearly damaged. The only way to fix it is to solder a new chip in which is extremely hard, time-consuming and just not worth it, especially considering how cheap used Wiis are today.
