I originally download Final Fantasy 4: The After Years from the Wii Shop Channel, and had later deleted it to save space. Now, when I try to redownload it from the Wii Shop Channel, I get error 204036 right when I try to download. This happens when I try to download to Wii and SD. I then decided to try installing the WAD I had backed up using YABDM. Installing the WAD gives error ret -1022 when attempting to install the TMD. However, it does install the ticket. So if I uninstall the WAD and then try to install again only the ticket installs, but I still get the same error as before. I first tried Wii Mod Lite v1.7 (Supposedly the best wad manager?) and YAWMM, but they both gives the same results. However, when booting Wii Mod Lite, after it says "Applying Patches", it will give the line "error: failed to get tmd size upon booting 28someothernumbersidonthavetimetoread" twice, before continuing to boot seemingly as normal. I have tested under IOS 58, 236, and 249. Also, I don't believe it is a problem with the WAD file as Dolphin runs the WAD file fine. I've also tried installing the files to a Wii U through Wii Mod Lite v1.7 and get error 1020 when trying to install the ticket. I also don't believe it is a space issue as I have 700+ blocks available on my Wii. I'm also using a 64GB micro SD card through in adapter formatted to FAT32.

Thank you to anyone who might be able to help me solve this problem.

why do you have so many different version of d2x installed? from v1 to v10 with random bases.
this is totally unuseful, old d2x cIOS will never be needed.
Did you used a tool or a guide to do that, or you decided to do it yourself? (if it's a tool, please, NEVER use it again. Don't trust automated tools to do your job)

I don't know what your 253 and 255 are. maybe you can provide an explanation or a link to what those are.

Having too many IOS could maybe be the problem (due to shared files?).
anyway, your "usual slot for loaders and hacks" (slot249) uses the wrong version. Your best slot is 250.

If you want to install/uninstall wad, please use this tool (this version!):
https://github.com/FIX94/Some-YAWMM-Mod/releases

Try to uninstall the Wad.
uninstall any DLC of that game too (using the corresponding wad files).

then try to get it again from eshop, as you don't have the broken tickets it should work.
if not, your system is maybe broken.
try to install it with the manager I linked.

I had ended up adding all of the d2x versions because I was kind of bored one day. I didn't think it could mess stuff up later. I got rid of most of my d2x versions accept for the newest ones. IOS 253 is supposed to be d2x 10beta53 base 58, but I think it gets recognized incorrectly. I believe IOS 255 is from XYZZY. I did figured out that the TMD size errors at Wii Mod Lite's startup (Not to be confused with error -ret 1022), were being caused by incomplete WAD installation (One being FFIVTAY and the other being the Wii+Internet Channel, which also gave the same error but was probably a space issue as that channel is huge). I tried installing with Wii Mod Lite (IOS 58 and IOS 250) as well as Some YAWMM (I couldn't find the IOS selection screen there), but both still give error ret -1022.

Unfortunately, uninstalling the WAD also removes the ticket. If the WAD is uninstalled and I go to the Wii Shop Channel, I can't redownload it anymore without paying again (Which I would like to avoid). If I attempt to install the WAD and it fails, only installing the ticket, the Wii Shop Channel gives error 204036 instantly upon an attempt to download. Downloading other things without the ticket installed (Pokemon Rumble Demo) and with the ticket installed (Crunchyroll) will both work. The error happens only on FFIVTAY (Though I got error 204038 partway through the first time I tried to download the Pokemon Rumble Demo, but I think that was a connection issue as it worked the second time.) I also had never bought the DLC, but I double-checked in Any Title Deleter Mod and there was none there.

EDIT: I've also tried turning off my custom theme and all priiloader hacks. I also noticed that when it's semi installed the title.tmd file isn't on the nand in the correct folder. Games downloaded from the Wii Shop Channel and then deleted usually have that file. Is there any way to manually add the tmd? Or just manually copy the wad contents to nand? Thank's again for the help!

EDIT2: Well, I've got my game back, but the original problem still remains unsolved. Fortunately, I had backed up a failed emuNAND attempt that had FFIVTAY installed on it. Then, I was able to simply copy the files manually over to the NAND. Interestingly, moving the game to the SD card and then trying to download from the Wii Shop Channel still gives error 204036.
