ROM Hack Do Update CIA's have the exact same Title ID as their Games?

If i've got a CIA for a game and a CIA for an update, and they have -almost- the exact same title ID, save for one digit, is that normal? If not, is there any way I can manipulate the Update CIA's Title ID to match the games?

"Type 1" games, those with an update pack, have the same TitleID-low; while the TitleID-high is that of update packs (0004000E), as it should be

"Type 2" games, those that update by redownloading the whole main application, have of course the TitleID-high of an application (00040000)

Ah, thanks Ryccardo--! That answers it perfectly. It was one of the 'E' variations, so I guess the update's right.. But for some reason it's just not working XD
