I'm going to hazard a guess, and say most likely.

If it's still using the Dpad without the actual button on it then there is little point messing around with the buttons, is the actual board under it damaged?

I always thought the sticker had to be seated securly otherwise the button always appeared to be being pressed but i could be mistaken.
Ive had a A button totallay unresponive due to a bridge under the game reader from a small metal contaminate.
if that helps in your case im not sure
