The guide doesn't seem to be pretty recent, it is still necessary to mark those files as read only?
Based upon /threads/dsi-wlan-on-off.157834/ (I can't post links), it appears that keeping wireless communications on only turns on the LED and enables the wireless card, but does not actually do anything intensive until a title directly attempts to use it, unlike the 3DS which connects to wifi immediately upon the switch being tuned on, so it should be fine to leave it on constantly without much impact on battery life. You can see this when you start the DSi web browser it loads for a while then states "Connected to (name of wifi)", implying a connection was not established beforehand.
I'm not qualified to answer your question regarding the bug, unfortunately . Robz8 would be better to ask whether that bug still exists because i'm fairly certain he's the primary maintainer of HiyaCFW.
