ROM Hack Fix Banners for Out-of-Region SNES VC Titles?

Hey guys, I'm wondering if anyone knows a way to make out of region SNES VC titles work with English banners on a Japanese 3DS. All I see when I install them is the TV; the rest of the banner parts are absent. It seems like these CIAs do not include the Japanese region banner9.bcmdl, and simply copying and renaming the US English one does not fix this issue either.

I have referred to this method without success, though I do believe this would work for other titles.

Appreciate any help.

You need to set Luma3DS to be enable game patching, and then use Luma Locale Switcher and force the game to be detected as a JAP region title.
Thanks, I'll try... I already do this (the other way around) for retail 3DS titles, guess I didn't bother setting it for SNES VC titles.

Nope, doesn't work. Also doesn't work setting it to USA. It's also extremely tedious to do this because LLS never got updated to fix its issue with locking up.

    Because co-pilot doesnt even show up on my pc. Not in the taskbar, not in the start menu search, and the option in settings to turn it on and off in the taskbar is not even displayed.
