Gaming Halo 3 and Assassin's Creed II Free on Xbox Live?

So what happened to Microsoft's promise about Halo 3 and Assassin Creed II being free for Xbox Live Gold members I looked on the Xbox Marketplace and they were still charging for them can someone explain to me what they meant at E3?

Each month, two games will be made free. One on the 1st of the month, and one on the 16th of the month, until the Xbox One is released in November.
