No because not all .NSP files converted with this seem to work, if any at all.

There are no currently available .NSP of DevMenu that work when installed

EDIT: You can run DevMenu with this via LayeredFS but my original post is in regards to installing as a title which the user did not specify

Can't help with that, that's illegal. If you Google, you'll find it. Put the files you find in atmosphere/titles.
