Can I get one thing straight? Is there, or is there not a Flipnote Studio/Internet Browser entrypoint to allow downgrading from V1.4.5U to V1.4 for Hiya installation, and what will its release require?

there is little information on how to do rocket launcher
as far as i know it happens on the 2nd section? of the whitelist

There is an exploit for flipnote studio called ugopwn, which is still in development but has been leaked and put online. It can be used to downgrade to 1.4 in its current form if you have a USA console (EUR and Japanese consoles will need to wait for the official release).

Yes there is a Flipnote Studio entrypoint, and there most likely isn't an Internet Browser exploit. It will just require a way to put files onto an SD card, And a Dsi with Flipnote and an SD card (of course)

Is this an upcoming hack or is already known and explored but just not updated in the guide?
A Flipnote Studio exploit has already been leaked and PoC videos shown on YouTube but it's not released yet for the end-user. Until then, the guide does not include Flipnote Studio exploit tutorials for now.

To put it simply- the RocketLauncher exploit has not been released. Everything else* has been released. HiyaCFW, though, will not work without rocketlauncher, that's why you don't see it in any guides.

*The flipnote exploit has been leaked, NOT released. If you download it, it constitutes copyright infringement. That is why it is not included in any guides-- until it is officially released.

More like one that can run on console and edit nand in realtime. Something that doesn't require that you flash the entire nand everytime you want to make a change. ;)
It runs on console and allows you to edit nand using scripting (a lot like GodMode9 does, but without the ability to manage nand using buttons).
I've actually used TWLNF to install DSiWare and it worked great. All that you'd need to do is make a script to replace the whitelist with the one for RocketLsuncher.
Also, TWLNF requires you to backup the nand before being able to write to it (which is activated with a secret button input), so I feel it's got pretty good safety. If you brick, you can get someone to install a hardmod to unbrick your DSi.

That does run on the console and edit nand in realtime, it doesn't flash the entire nand. It was written because you said that rocketlauncher wouldn't be released until something like it had been written, so he wrote it.

If you want any changes to it, then you should ask for them.

Wow I had no idea this existed, and looking at the makefile it does seem to make a .nds file, so I guess it does run on a DSi.

@Apache Thunder, would you mind testing this if you have a hard modded DSi and seeing if it would work for RocketLauncher?
