Can you install homebrew channel to an sd card and run it off of there instead of installing it on the other wii?"

No you cannot, the System Menu IOS would have to be trucha patched (Correct me if I'm wrong).
If you really wanted to have some kind of temporary homebrew menu on an unmodified Wii, then you could just use Bannerbomb to load Loadmii.
