How to use CI-GUI .cia game installer after region change/& sys reformat?

I'm asking before I do anything else- okay so
1. O3dsXL JPN- installed CFW (on 11.16 using bruteforce /bannerbomb)
2. region changed to USA, updated to 11.17
3. Did system reformat to get rid of buggy software issues
4. NOW that i've re-installed all the apps etc.. can I use the same (required) moveable.sed file
from b4 to install .cia's quick n easy using CI-GUI installer? Or do I need to make a new moveable.sed
file for the new IDO code?? since it changes when you sys format.. unusual question YES! I'm just afraid I'll brick it
not sure which to use

    Insurance is one those things you pay all your life for, no questions asked, all is fine, they take your money. And as soon as you make a claim or something happens, they never want to payout or help, just fight you on everything if it cost them any of your money.
