Nope. People were probably keeping exploits private. Anyone who really wanted a CFW could have bought a new 3DS (or should just not have updated in the first place...) so there was no point making exploits public if that reduced chances of having the 3DS hackable at its end of life. Now that some exploits were patched in 11.4, they won't be useful at the 3DS's end of life so there is no point hiding them from 11.3 people anymore.I thought it would take longer for tools to be updated to do it?

It can be used on Homebrew Launcher, which enables the execution of the latest version of safehax, which allows you to run a new tool called SafeCTRTransfer, which will allow you to downgrade to 2.1, in order to install A9LH+Luma.I thought it would take longer for tools to be updated to do it?
People shouldn't even update to 11.4 even after getting a CFW. Especially New3DS owners! Right now 11.4 somehow broke the reboot code used by new3DS to access DS(i)/GBA patches. So those features will not work.
This issue does effect all CFWs, including Luma3DS nightly/stable
This was more of a sleeper issue. Everyone was so focused on the NATIVE_FIRM requirement and homebrew launcher breaking, that no one remembered to test out basic patches. So once everything settled down, everyone tried to go about their day only to have this issue popup.Crap I updated my emuNAND to 11.4. I did back up before so if needed I can flash back but i don't mess with GBA/DSi stuff anyway.

The reboot patches are for playing DS games and GBA Virtual Console games. So for the time being these won't work if you've updated to 11.4I don't understand the reboot patches it breaks
