The only bootloop I have heard is somebody letting their battery die while it was jailbreak. No cydia issues reported on this specific version of electra.

No it's not, it's semi-untethered. Everytime you reboot your phone, the jailbreak go away and you have to re-jailbreak via the app.

Not all, many manufacturers and service providers make modifications to the firmware and OS to lock it down, and exploits have to be found to get root access.

If you have iPhone 7 or newer you can restore to 11.4 beta 3 that is still signed and jailbreakable
