Hacking J-runner not recognizing JR-Programmer

I hope somebody can help me out here

It's been a while since I've done this kind of thing. When I soldered the JR-programmer to the console and checked with a multimeter that everything was connected correctly I connected power to the board and plugged in the programmer to the computer. J-runner would spit out "device not found" errors when trying to identify the board or even turn the power on using the JR-P menu. The weird thing is that the logo pops up when the programmer is plugged in. I ordered a new programmer and hooked it up again making absolutely sure that the soldering was good and the connector was all the way in. still with the errors. I've tried to update the firmware through J-Runner but still spits out "device not found". Does anybody have insight into why this may be happening?
