Hacking Korean Wii --> U.S.

I was wondering if one or two of the experts here could check the following link:

It's a very simple tutorial (including all files) about Region Changing a Korean 3.3k to 3.2u (something I want to do)

It uses an offline form of ARC 1.1b mod5 to change the region without an internet connection.

I have a couple of questions about it if I may:

1. Does it seem legit? I haven't been able to find an "offline" version anywhere except strange Chinese sites. This one is from www.91wii.com
2. I have a bunch of stuff loaded on my Wii already. Please see the following post:

Will any of these hacks effect/screw up a region change?

Thanks for any help and sorry for asking for all the hand-holding. I'm just extremely nervous about the procedure because Korean Wii's are weird.

1.I believe there are two offline versions of ARC (1 official by tona and the 1 unnofficial by QLeap)

2.Except for preloader I think you're good to go...!!!

According to the tutorial I linked to, I don't have to do a Maiokart update. It uses a batch WAD installer. I'm not sure what the MarioKart update is for on Kavid's original post. Is it just to get the IOS that Kavid listed?

Also, my wii is chipped with D2sun. I've heard mixed stories that the region change will affect my chip. That is, I may have to open it up and change the dip switches. However on a recent post by Qleap, he said that the chip wouldn't be affected in the most recent version of ARC.

Also, Kavid. The tutorial I linked is really really simple, but your directions seem very complex. Is there a difference?

Anyways...do I need an internet connection to run any part of the wii91 packages?

There is a v.1.0 and v.2.0 now...I'm confused because the site is all in Chinese and google don't translate too well.
