Laptop CPU coil whine

I've already come to terms that I think there is really no way to fix this annoying sound. I've lessened the pitch by disabling turbo with throttlestop when I'm not playing games but it's still there. I'm just curious if this is an issue with most modern laptops. This one is an MSI GE65 Raider 9SD with an intel i7 9750H which is about 2 and half years old. Just wiped it from windows 11 and went back to 10 and when I first installed windows again it didn't seem to be there. Maybe it was a windows update or driver that affects the way turbo works? Has anyone maybe gotten rid it completely?

Well it actually seems I unwittingly found the culprit. If I disable the Intel Dynamic Application Loader Host Interface in device manager under Software components the squeal is gone but my cpu usage spikes and stays consistantly around 20% when I do this. Anyone have any ideas?

Ended up updating my bios, found an option to suppress acoustic noise and installed an older version of the Intel ME. So far it's much quieter then it was but still slightly audible but I'm alright with that. The whining was starting to get on my nerves. Hopefully this may help someone else if they encounter the same whine.
