If you click view you can select snap to active path and it should do some of what you want. Main problem will be if you adjust the curve or point it is on the other bit will not follow.

That's what I've been using up until now. Are there any gimp alternatives that would allow me to do what I want?

I mostly only use it in GIMP for masking and lines. Anything more artistic I would be using inkscape (a vector editor) for. Anything that wants constraints that I can't think around myself, which I think is what you are heading towards, I would be using 2d CAD for.
