Hacking Homebrew Mocha cfw fat32 enabled = vol/external can't find payload.elf error

I'm using 5.5.5 and have tried to get mocha fat32 to load through the web exploit but when I try to load the homebrew launcher with mocha enabled I did copy the essential payload.elf files but I always get the vol/external error the hard drive is in fat32 and everything is there something I'm doing wrong?
