NEO-GEO Mega 330 console - No Power issue

I have a NEO-GEO on hand version 5, which shows no sign of life.

The power supply is a PRO-PWE-E and it says it should output 10V but my reading says it is 17V. Is this normal?
I have replaced the 1000uf 25V capacitor (see the photo) in the power supply, but still get the same reading, 17V.

From a quick look, the mainboard looks ok, no leaking or bulged capacitors or anything burned.

I will check the main power line but if anyone has encountered the same issue before, please tell me so I will not waste much time on testing everything.

The console turns on now. But have very bad picture. Is it the capacitors at the video out area? The Sony IC maybe?
