The only way Nintendo can combat piracy is if they make a console that forbids external methods to import data, or not use internal flash memory (IE, everything before the Gamecube). We all saw how quickly the PSP was hacked, and I could imagine Sony's face when they heard "Avast, ye swabs! We come to parlay, and offer faster load times and Nintendo emulators, arr!"
In my opinion, if they would do the following, maybe they'll see a decrease in piracy/homebrew:
Lower the price on some of the first-party games with lacking content (Punch-Out, Metroid: Other M)
Advertise the Wii Shop Channel
Add more, requested games on the Wii Shop (Castlevania 64, Donkey Kong 64, Earthbound, etc)
Have better quality control on 3rd party devs (Ninjabread Man, Anubis 2, Redneck Jamboree, etc)
