You can use ctr-httpwn.

Do you have a friend with a cfw 3ds that you could use to downgrade your system?

There isn't any reason to stay on 11.0 right now - if you want to downgrade you can do that on newer fws. If you don't plan on getting a9lh, then just update.

You can still use the CIA. It's just not up on the github. You'll have to access it another way.
