I just read the latest leaked chapter and they just explained what made Buggy an emperor
Two of the former warlord now work for him : Crocodile and Mihawk
But something made him even more dangerous
Buggy issued bounties on certains (highly probably high ranked) marines
I guess we'll soon see on the fandom of one piece a "bounty" label and bounties posters for marines
Personally, i already wonder how much will sakazuki and garp will be worth... Probably a Yonko-worth bounty.
