Homebrew Pokemon Emerald Rom hack for GBC emulator?

I think the best you're going to get is the "Pokemon Hoenn League" hack for Pokemon Gold.
I don't believe it's finished, and probably never will be, but I'm pretty sure it's the best Emerald demake so far. That is, unless you want to make one yourself.

I used the old DOS-based Nesticle in highschool (Win 98 era) to edit Mario Bros 3 to make Afro Mario. He not only got an Afro instead of a mushroom, but he was naked the entire time, with a black censor bar over his crotch. XD

If you meant Pokemon Emerald ported to GBC, why has nobody mentioned this hack yet? I remember playing it before and it not being half bad.

I know it's been possible for a while now. People have been able to cram 386 (Even more) Pokemon into the GB/C games, probably via patches.

As for the hack, try the above-mentioned link. Also technically hacks on their own are okay. It's when you start linking hacked roms or similar that it becomes a problem.

sure let me just put the gba rom in my PokemonDemake2000.exe and i'll send it to you as a GBC game in 5 minutes tops :~)
