When I use the item encounter code with encounter code on, it spawns crap ton of eevees. I wanted a code where there are no eevees..instead the area is filled with its default pokemon around and they carry with them the item in the code..
So... is there a way to create a standalone code for those two items where I dont have to activate the encounter code on, instead id only turn the standalone code on for the specific item and when I catch the default pokemon in the area, they would carry the item with them.

Yes.. the last sentence.. how do i try to let the wild pokemon spawn as normal but holding items?i noticed the encounter code spawn only eevees if left alone basically, without "asking" to spawn another pokemon, so i decided to take a closer look and found that 1 line of code force the eevees, so i did 2 test.
1. remove the eevee spawn line and allow only the wild pokemons to hold items (didnt work)
2. change the eevee code or quaxly and it worked
