there is not a whole lot of info that's useful on google but the first few results state it is a add on for playing video cd's on the ps1. as to how it actually works you'd probably have to dig a bit deeper a lot of add ons where made similar to this thing and most on them have feel into obscurity.

I think the REDANT was the "cheaper" Version of that Hardware Add On.....
