Looking to go full CFW Its been a long time since I done this do i require to update to 3.55 or can I just install rebug with cobra?

You can go straight to the newest firmware and install Evilnat cfw. Sadly, Rebug is not a thing anymore, but Evilnat is great too.

Evilnat's CFW is permanent, just like rebug.

Every PS3 PHAT is able to run cfw on latest firmware. Only some Slims and all Super Slims are hen only, regardless of the fw version.
Use the PS3 Toolset and install Evilnat. That's pretty much it.

Note that if it has not changed, ps3xploit only works on OFW 4.82 to 4.88, latest firmware version 4.89 (seems like it is close to) isn't supported. Bgtoolset site seems to be down too, you'll have to find another site to do the ps3xploit hack.

bgtoolset is working flawlessly on 4.89. Gladly the developers decided to continue the project.
