You can actually put your own mp3 into GTA 3 on pc without any kinds of modding at all..That leans more into modding/mods territory, and I doubt that's within scope atm.
PC version comes with that feature already thoughThat leans more into modding/mods territory, and I doubt that's within scope atm.

Custom MP3 radio is unsupported right now because the OpenAL (audio backend used for this port) doesn't support it.
A patch is coming this week which should fix the "ghost" resolution problems, misc. bugfixes and should also come with a revamped console-friendly menu if everything goes fine.
A cheat menu too, please? :^}Custom MP3 radio is unsupported right now because the OpenAL (audio backend used for this port) doesn't support it.

Read the original post you need to switch the resolition to 1080p before loading a gameSo I figure some things out
- the garage bug. Just drive around for a minute a return and it's fixed
- the ghost thing is a resolution problem. It was on TV when switch is docked. No problem on handheld mode. Only when docked. Please anyone can confirm?
Yeah this is what I do I changed everytime. But as said few messsages before, it will be fixed, so no problem.Read the original post you need to switch the resolition to 1080p before loading a game
after reading his comment again.. he probably means the radio station where you can put your custom MP3 into it...
I want to delete my comment but I can't seem to find the button to delete it...
Regrading the custom MP3 radio, yeah, I didn't try it... I should've read the question more clearly..
You need to convert your wav files, read the bottom part of the first post to know how.I'm having a problem with the radio all the stations are just loud static. IDK if its something i didn't do right or is this a normal problem?

Graber provided a script to do it automatically.

I was having those exact problems (static noise on radios, and freezes while entering/exiting cars) and both of them stopped when I sorted out the wav file issues. I suggest that you double check if you have copied the wavs inside the generated folder instead of the compressed ones.i did it fixed all the sound exept the radio in the cars , also , am i the only one who get like 2-3 sec freeze from some event like entering/exiting cars ?

I think that the freezes while entering the cars, is the game trying to load the compressed file (and failing lol)
