It's mainly the ARM9 part that went under the redevelopment, not the ARM11 kernel (that might be the reason).In that case it does seem very odd that that Nintendo only branded it with a revision chance (albeit with a significant jump from -1 to -7). A change of that level really should have resulted in a version change, and probably a Major one (from 2.xx to 3.xx) from the sounds of it.
