Reprogramming a N64 repro Cart

Is it possible to buy a cheap N64 repro cart and reprogram it on PC somehow? I am looking at getting a cheap repro of Resident Evil 2 since it is a 64MByte chip to repogram it. Are reprogrammers expensive?
