Are you using something like emudeck or did you download pcsx2 separately?

You can check the button layout on steam by pressing the home button, then button layout, you can also check pcsx2 config settings.

This give you a rough idea what to do, but steam deck should be able to pick up the input automatically, perhaps try a different game.
