Steam - TES IV Oblivion randomly pauses

So, I can't seem to have any luck finding out what's causing these issues. Like, so I have Oblivion on Steam, right? Got it for five bucks on sale, installed it, but it well, runs like crap, even for a TES game. What I mean is, the game will randomly pause for a few seconds, then resume, but the audio/music continues to play as normal. Some say it's supposedly related to the audio codecs installed on the system, but I find that claim to be dubious at best, and people on the steam forums recommend looking at this:

But the solution, much less the specific issue, is not even mentioned. There are no graphical glitches, no screen tearing, no visual issues that I can see, and it's not like I'm running this on a potato of a machine, as my specs exceed the game by a huge margin, so it can't be that. Could it be a caching issue, really a codec issue, like, what can I do to stop the random five second pauses from occurring?

Yeah, that's plenty for these specs.

Could it be that it doesn't like anti-aliasing up to 4x? Use bloom instead of HDR? *sigh* I want to play the game again, but if it's going to randomly pause for seconds at a time, then resume, it's going to make it absolutely awful to play.
