ROM Hack Super Street Fighter IV 3D Edition Hacking and Custom Stuff

So I was wondering, can we modify this game? Like using costumes/mods replacing the original ones (in case we can't add a new slot for a costume), put custom music/change voices or on a new extent, modify the characters attack values so I can fit with Ultra's Balance?
I know this is hard stuff, but I'm sure at least the basic (like the custom music) could be made.
Sad that Hans/braindump can't launch this game yet

I can't see why not! The sky is the limit with 3ds hacking! I recommend you sit tight and wait for braindump to update, as that is a tried and true method of dumping then you should be ready to modify!
