I only could use SELECT, because START is used for something else. In fact, ALL my 3DS homebrew use the SELECT button for exiting 
You can disable home menu use in the CIA.I removed the CIA building on purpose. You shouldn't be exiting this app while editing your inventory, or else Terraria will crash when saving. You don't want that. ALWAYS exit this app by pressing SELECT!

Anyway, that seems like a bad excuse to me. Taking away functionality because some people don't know how to use the program is kinda dumb. A disclaimer/warning somewhere would suffice.

I'm actually not sure, but I know it's possible. Some of the SDK apps along with most demo carts do it. Did you convert the number from hexadecimal to decimal? The inveditor displays it correctly
