Actually, the exploits in both Flash and HTML5 make me reconsider that suggestion.

Some forum softwares let you use html but its always reserved for Staff because that could be exploited so easily.

Mine does, as well as CSS, for normal users, so they can style their posts specifically for the most part. But some things are filtered.

As long as you filter it in a way that absolutely definetly cannot be exploited, then sure.
Just be aware that most restrictions can be broken out of if you're clever.

HTML filters out iframe, not sure about anything else but the software is pretty secure.

Yeah, they're filtered. So are HTML comments.
