in order to offer HTTPS support (secure communications) in a reliable way, a website needs to purchase an SSL certificate, which costs about 70 USD a year.

That's because they're linking to non-https js/css files on a cdn (they should either use <script src="https://link.com/js.js"></script> or <script src="//link.com/js.js"></script>; would recommend the frist one though).
