Probably it is.
I think that there is a problem with 3DS as the sound flowed normally in my different 3DS.
I rebuilt it but I can not play it.
When I started the same 3dsx file with different 3ds, the sound was played.
Did you really dumped your DSP firm?
Try to run this homebrew on the 3DS that doesn't play sound on homebrews, maybe you have a corrupted dspfirm.cdc file
