Hacking Trouble going from A9LH to B9S

I'm sorry if this has been asked before but I can't exactly find anyone else with the same issue. I'm following the 3ds.hacks.guide but when I boot the 3DS holding Start and launch SafeB9SInstaller I get an error similar to this:

The guide says to try a different SD card, I've tried two different SD cards now and tried reformatting both to no-avail. Should the SD card be in a certain format? Am I missing a file or something? Any help is appreciated, thank you.

have you tried using a new arm9loaderhax.bin and a new safeb9sinstall.bin?

one of them may be corrupted
