if you want to program in a console window under windows, mingw32 / msys is the way to go.
visual studio express can also write console window apps
if you really want to write programs which run in hardcore DOS mode, then DJGPP is the compiler you want.
all of the above are 100% free (though visual studio express is not open source)
google is your friend.
