I stumbled upon some untested 3ds factory ncch titles on a certain someones pastebin and im just curious what they are in general and what they can be used for if they still are.

It's the 3ds's all-purpose container format. They aren't useful "as-is". You need to build them into a cia, cci (ROM), etc before they can run on the 3ds. They aren't always executables.
