I'd have to say download already uploaded back-ups from the internet. You don't have to pay any money for hardware (other than your internet connection). As far as where I can't list.

Downloading a game, even if you own it, is still ILLEGAL.
Self-Made backups for personal use are legal.


Fastest and easiest way is with something like NDS Adaptor+ (spelling mistake intentional).
