So, system menu 4.1 was released in japan...

Supposedly it fixes a bug with SD channels and WiiSports Resort... When you run a title from the SD card, then play WSR, it'll show you the intro video no matter how many times you've seen it.

Do you think that there will have to be a US/EU fix? Since most of the games are pressed and shipped, do you think it contains the same bug? Could this be a new entry point for running unsigned code?

The North American version might need the fix. When a game is brought to North America, it's usually just the localizations (the text's language) that's changed. Everything else stays the same.

When it comes to bringing it to PAL regions however, the game has to be recoded or something due to differences between PAL and NTSC displays. During this process, unused stuff, such as debug menus and unused models, may be removed, as well as some bug squashing.

This bug would not allow unsigned code to execute. The problem probably is that it checks a variable or offset, and the System Menu didn't clear it when the VC/WiiWare game was played from the SD Menu, resulting in the game playing the MotionPlus video. It definitely won't be able to do something like run a malformed video from your SD card.
