Where can I find the web certificate for one of the 3DS eShop websites?

A while ago, I asked how I can download everything on the eShop. Someone responded with what they found, but for one part of it (https://ninja.ctr.shop.nintendo.net/ninja/ws/titles), I needed a special certificate to access it. Then, a few weeks ago, I asked the person who replied and they said they didn't really know where it was, but they did say that it was in one of the 3DS firmware CIAs. I tried looking in the eShop (I don't really know what I'm looking for, I guess a .crt file?) and I couldn't find anything that might be it. Could someone please help?

You can download from eShop freely if you have any original ticket

Nintendo isn't so bad really (NoA). they went out of their way to get me a replacement for the Mario red and blue switch, right joycon. they actually sent it from their main offices. though, I would agree that I don't like them taking down fan made games. plus, when you call them, you usually get someone from America while both Sony and Microsoft seem to outsource their customer services.
