I keep seeing "60 fps" mods for the pokemon games and all that does is set the new frame cap to 60 fps resulting in the physics engine getting screwed and going in fast motion, essentially just letting your frames run to the new desired cap . all that does is cause havoc on the game with dscyncing audio and sped up game play. The closest we got was Pokemon Legends Arceus and even that was buggy and required base game. But then we have breath of the wild which can not only do 60 flawlessly but can do even farther if your hardware allows it to, and im sure that botw engine is WAY more advanced the the Pokemon engine.

Because it's a different engine and gamefreak is lazy and knows people will eat up whatever they put out, even if it's literal garbage

It's because the speed of the whole game is tied to the framerate
So more than 30fps the faster everything will move
Less than 30fps the slower everything will move

That's actually not as easy as you describe it.
Just in case of BoTW people actually engaged in fixing physics (without fixing it for example arrows had 2x shorter range in 60 FPS). In case of Pokemon not so much as you can see.
