With ethernet I get 200 download and 20 upload, even though I'm on WiFi, I'm about 10 ft away from the router. I don't have a usb/type-c to ethernet anyone in my house or near mehmmm, maybe the wifi signal is a little to slow to establish a connection before it times out? Could you try using an ethernet cable with your switch if you can please?
If he's using his local IP and not external then yeah, as all modems have a set number of IP's through the subnet.Are both on same subnet like 192.168.xx.yyy with the x's on IP address same on both Switch and PC?

Even if you are right next to the modem/router it can still be to slow to authenticate, You don't have to block out your internal IP on the switch or filezilla. He doesn't have an adapter rnOkay, wifi and wired are handled as two separate subnets by router. Easiest way forward would be using wired or wifi for both.
