Its not censored, censored implies someone has altered the original content usually because the original isn't suitable which didn't happen.
All changes were made at a development level before the censors could get a
Originally all regions had blood, then the Japanese version had black clouds and coins instead, the coins got ported across to the US versions and eventually PAL got the "black cloud" version.
If anything this game was altered for the US market to include the blood.

The PAL Version has a different HUD(or whatever it's called) from the USA Version...and the map looks alot cleaner.

Sudo stated in Edge Magazine a couple of months ago that the US version is the proper, true, version of the game.

They should have used an option in game, and/or in addition an option to read the data from the Wii setting for parental lock.

This parental lock is in no use at all ?

I'd rather get this and know it going to work after the next firmware update. Truncha is great but it will be short lived unfortunately. I'd rather have games I can play again.

No all versions have coins and the JPN & EUR versions only have the dark clouds.

That's not how the parental lock works, the Wii reads the game rating embedded on the disc and won't boot it without the correct code.
Just because you remove the blood doesn't make the game suitable for younger age groups.
